STATUTE OF THE MUNICIPAL CENTRE FOR SPORT AND RECREATION IN ZGIERZ
Chapter I
General Provisions
§ 1
The Municipal Sports and Recreation Centre in Zgierz, hereinafter referred to as “MOSiR”, is an institution of physical culture and recreation acting directly for the benefit of the residents of the City of Zgierz and acting on the basis of the present Statute.
§ 2
The seat of MOSiR is located in Zgierz at 2 Wschodnia Street.
§ 3
The area of MOSiR’s activity is the city of Zgierz.
§ 4
The activities of MOSiR are supervised by the Mayor of Zgierz.
Chapter II
Aim and tasks of MOSiR
§ 5
MOSiR is the main executor of the tasks of physical culture and recreation in the City of Zgierz.
§ 6
To perform the tasks defined in § 5 MOSiR in particular:
1 makes recreational areas and sports facilities managed by it available to school pupils and sports associations and provides instructional, methodical and organisational assistance,
2 manages municipal property, i.e. recreational areas and sports facilities,
3 creates conditions for the development of amateur sports movement,
4 organises mass, sports and recreational events,
5 cooperates substantively in joint activities with other organisations and associations with similar objectives.
Chapter III
Organisation and Management of MOSiR
§ 7
(1) The Director directs the entirety of MOSiR’s activities and represents MOSiR externally.
(2) In connection with the change in the number of tasks, at the request of the Director of MOSiR and on his own initiative, the Mayor of Zgierz may appoint and dismiss a Deputy Director.
§ 8
(1) The Director is appointed and dismissed by the Mayor of Zgierz and determines his/her remuneration.
2 The Director may be appointed through a competition announced by the Mayor of Zgierz.
§ 9
MOSiR employees are employed and dismissed by the Director of MOSiR.
§ 10
The detailed internal organisation of MOSiR and the scope of activities of individual organisational units is defined by organisational regulations approved by the Director of MOSiR, after consultation with the trade unions operating at the facility.
§ 11
The assets of MOSiR are the property of the Municipality of Zgierz and can only be used for purposes related to the performance of the MOSiR’s statutory tasks.
§ 12
MOSiR conducts its financial management and settles accounts with the Zgierz City Budget according to the rules defined for budget entities in the Act on Public Finances.
§ 13
The activity of MOSiR is financed from:
- budget funds of the City of Zgierz. 2,
- budgetary funds of the City of Zgierz, 2. personal income, including income from rental and lease of assets. 3. funds received from other entities,
- funds received from natural and legal persons; 4. funds from other sources,
- funds from other sources.
§ 14
MOSiR manages its finances within the limits of its resources. 2.
Funds are deposited on its own account in the bank. 3.
(3) The basis for financial management is the annual financial plan.
4th MOSiR may carry out business activities to the extent convergent with its core business, and funds obtained from such activities may be used exclusively for its statutory activities.
(5) The joint action of two persons, i.e. the Director and a person authorised by the Chief Accountant or the Chief Accountant and a person authorised by the Director, is required to make declarations on behalf of MOSiR with regard to its property rights and benefits.
Chapter IV
Final Provisions
§ 15
A merger, division or liquidation of MOSiR takes place on the basis of a resolution of the Zgierz City Council.
(2) Amendments to the Articles of Association may be made in the manner appropriate to their enactment.
